Yes. Indian tourists require an Inner Line Permit (ILP) to enter Arunachal Pradesh. It can be obtained online at https://ilp.arunachal.gov.in or from designated offices. Foreign nationals need a Protected Area Permit (PAP).
The ideal time to visit is between March to May and October to early December. The weather is clear and pleasant. Avoid the monsoon season (June–September) due to landslides.
Bumla Pass is not included in standard vehicle permits due to security restrictions. It requires a separate permit from the Tawang DC office, and only local registered vehicles are allowed. Your tour operator can assist in arranging this at additional cost
